The clients updated this morning. Not sure why, but this did the trick. I ran into the same problem, as the update process has changed since Windows 8. I have updates if available scheduled to install every day at noon, with no restart in Active hours. Our users shut down every night, so the update process is finished at that time.
If they do not shut down, and nothing else is running then, the PC will restart if needed outside of Active hours.
If the PC has not been restarted in 3 days, then the user will get a message saying the PC needs to restart. Since doing that, my Windows 10 PCs have been getting the updates with no issues. I have found that updates will only install when the computer is turned off and on again when downloaded automatically.

I tried the three steps suggested in this article, but none resolved the issue. The error is still occurring. I ended up finding a fix on this thread.
I have the same problem. I upgraded from Windows 7 Home to Windows 10 yesterday. I do know that the updates were working right after the upgrade because when turned it of last night it installed updates and then when I booted it up this morning it configured updates on bootup. I have noticed what I believe to be a related issue. My downloads from the Windows store do the same thing. They say they are downloading but they don't.
